You don't must have it in the root folder. Its simply a javascipt/jquery issue. Do you have updated the jquery source scripts they are working with the ck and elfinder? If yes, try to load back the files from the installation package. I got this issue for a while ago with a new release of jquery. It could be also a not araivable jquery script.
Oops!! I got this issue before and it was really painful to find the problem. I think it was something with permission. I don't remember exactly how it was but if I change permission to 777 then I got this message for sure. In my case I am running PHP as CGI so I keep the standard 755.
