Look in modules/Downloads/admin/index.php and find under // Add a New Download to Database
Code:
echo "</select><br /><br /><br />"

        ."" . _DESCRIPTION255 . "<br /><textarea name=\"description\" cols=\"60\" rows=\"5\"></textarea><br /><br /><br />"
          ."" . _AUTHORNAME . ": <input type=\"text\" name=\"name\" size=\"30\" maxlength=\"60\" /><br /><br />"

and replace with
Code:
 echo "</select><br /><br /><br />"

."" . _DESCRIPTION255 . "<br />";
wysiwyg_textarea("description", "", "NukeUser", "50", "12");
   echo "" . _AUTHORNAME . ": <input type=\"text\" name=\"name\" size=\"30\" maxlength=\"60\" /><br /><br />"

That should work.
